The present discussion regarding the terms

of the provision of land in Hong Kong for Air Ministry

purposes arises from the fact that whereas War

Department transactions are regulated by the Military

Lands Account, the Air Ministry has no special

arrangement. In the special circumstances Hong

Kong, where land has a peculiar value, the local

authorities are not prepared to institute a similar

account for Air Ministry transactions quite apart
